Can't Connect: 10060 Error

Error code 10060 indicates a timeout on the connection request/attempt.

A connect or send request failed because the connected party did not properly respond after a period of time. (The timeout period is dependent on the communication protocol.)

Can you ping the server?

Make sure you've configured any proxy settings properly and that you're not blocked by a firewall that you haven't accounted for.
